Yes, that's correct. Just don't try to cut this with a snipping tool, the wheel is hardened and will "explode". You will also need to remove the steel pin to the right, just pull it out.
I would strongly advice that nothing is done before the balance has been removed, it is so easy to put your fingers in the wrong place when working on a movement.
The geared portion of the hour wheel looks a bit more beefy than usual, it is above the pillar/dial plate surface, so is the minute wheel.
The pinion on the minute wheel must be taken down to the same height as the pin it is sitting on.
There are some tricky steps on the way, ask before you mess up a part. Patience is the word if you are not certain of what to do. I am here to help as much as I can and I will keep an eye on this as often as I can.
