If you want to reproduce the same effect, youā€™ll need tough grit abrasives:
On your pic, the scratched lines are quite wide and deep (see on lugs)
I guess they are first using a coarse grit, then a medium grit to make a uniform finishing at some places.
Such scratches look like those you get with a steel wire brush.
Per experience Iā€™d say that PVD is too resistant to be refinished with any polishing brush.
You need coarse grain.
Scoth Brite type wheels or sanding sponges can also be an option.

Using a tumbler: Iā€™m afraid the result would be too even, I mean not coherent to reproduce a worn style.

Agree with D. : It will depend on the PVD quality,
and you have to be sure itā€™s a real PVD.

Most sellers are listing black cases as ā€œPVDā€ but it not genuine PVD:
See black Radiomir cases, most are actually thick coated with a ceramic like.

Real PVD is so thin that you can still see the steel surface finishing on brushed steel.
Also, itā€™s not plain/opaque black but still have a metallic reflection.

I wouldnā€™t start with a coarse grit, as it may break down the edges too much and leave deep scratches that would lead people in the know that this was modded and not worn over the years. I would start with 2000 and go up to 3000 etc. we all know that the key is, to take your time.

I agree with this wise process, I was thinking the same when I did the Seiko case,
but PVD was so wear-resistant that I ended in using 180 grit. I was not expecting to spend half a day on it.
(my goal was to get rid of the shinny black coat and only preserve some "shadows")
Physical Vapor Deposition acts at mollecular scale, it's melted inside the steel and reinforce the wear resistance.

Coarse grit : I was thinking about how to reproduce this PAM01349 which looks far from a real worn aging.
