Hard solder has high Ag-content often up to 40 %.
This gives the strength.
Your left one has no Ag, right one 3%. Thus, I would assume they are soft solder. Also their application in electronic parts points into this direction.
That said, probably you can use them very well for dial feet or hands or soldering a threaded crown tube, but I would not solder lugs in a 3646 with them.
