Old to begin with, I doubt that there will be a stem available.
It looks like a no name Swiss from way back.
I think making a stem is the only solution.

These movements were often equipped with rather ordinary stems, finding a close one should not be that hard.
Guessing that Cortebert 616 would be a good start.
