USPS reliability issues

It seems that usa ebay sellers have a system where they ship with usps and tracking information can be updated directly through ebay. Sounds good... Except that i dont find usps very reliable for me recently and it seems i may potentially lose a second package in thr last 3 months.
Same story... Bidded and won a 4992b pocket watch. Paid... Never arrived.... Status of the first package shows it in transit in mexico since 1 month ago... And now the second package shows delivered, handed to individual, except that the scan is for the wrong country...

I’m realy sorry to hear this. did you try to contact usps because of this? maybe they can help. or contact ebay mostly they help very well

I contacted the seller. He says that its still in transit. I think its possible postman scanned by mistake.

I have had that notice before and it was delivered the next day. Hope it arrives tomorrow for your.

I found no way to mail usps. Their site requires me to fill in a form w alot of information that i dont have, or cannot fill in including a local recipient address (im in singapore so obviously my address is in Singapore).

Contacted the seller to request he contact usps but he is insisting that this status means its delivered to a global address. Seller is fairly established so i hope he knows better.

Yeah,
So how global shipping is is that it sends to the place in Kentucky or wherever and then they ship it to you via their services.
