It seems like a well made dial by a homage/replica enthusiast so it stands to reason that they would be members of a popular forum for other homage enthusiasts? Is that a weird conclusion?
There are lots of people / companies who are making dials, who never even heard of this forum. That fact that the dial is custom is hardly enough evidence to make such a conclusion...
Okay

I am no expert but everything I have ever read says no. I would think it is a redial and if I wanted it would point that out to the seller and try to negotiate the price down quite a bit.

Poor custom redial, this omega exists in ref 2445-1 case with bumper movement but with different dial... Here is example

Btw, crown is also chinese replacement part...

Is that band just for display or is there a trick to fasten it?

I should learn to read.....
" Watch features everything but the movement and clasp for the bracelet."

I think it's 99% chance it's not a sf240 (compass on top has much thinner bezel than the ones with sf240 and the stem has a thickening only seen on 32mm "other" 8 day movements),but one can never be sure. The seller has been helpful, but he doesn's dare to open the case and make photos of the back. The seller is trustworthy, though,I bought a sixsome from him in 2019 and it all went well.

Anyone from HF got this one. I am curious whether it was sf240 or not

Unless the alarm hand was hidden under one of the hands, it is a non alarm. It went cheaply.
Indeed non alarm, but whether its 240 or the other small 8 day movement, many times found in angelus (ot abercrombie branded) weather station, remains an open question.
