I am going to take your word for it. It is beyond my knowledge base.

Do you think a 6497 wheel Short pinion (without seconds) and would still fit this movement? How about taller cannon pinion and hour wheel?

CP and HW should be the same as 6497.
Not sure about seconds wheel but it should fit, as I remember...
You can simply check what stands under the balance:
"285
497"

or

"6497"

Not necessary. I have 285's with or without incabloc and with 15, 17, 21 jewels.
And vice versa - I have even seen early 6497 without incabloc and with 15 jewels.

This one is probably 285 or 497...

Yes, that's a fixed stud.
No, it doesn't make it more fragile - it just makes harder to adjust beat error. Most old(er) movements have fixed stud holder...

You can use it for your build instead of the 6497 without any problems / differences. Although, you should first check the diameter - it it's 285 it most probably should be the same size as 6497, but (in rare occasions) it might be smaller (~35.5mm) or bigger (~40mm) - the difference is basically in the size of the mainplate.

That's funny, I thought about putting a rough finished a6497 I have laying around into the case.
