So it's a "hit or miss" type situation then.
Might work right out of the box, might need a bit of work to make it work, or might not work at all.
This is that part of watchmaking that is the most frustrating.
This is exactly why I have a long term goal to aquire the necessary tools and learn how to essentially make anything I need. (Within reason.)
I feel like in this scenario, and with the proper tools, making a new center wheel arbour would be your best (easiest) solution.

Hey Blue, do you have any photos of the tall cannon pinion that you have sourced? If the "crimp point" is low on the cannon pinion, the length of the arbour shouldn't matter. If it's higher up you would most likely need a longer arbour.
This is my interpretation of the situation anyway.

I looked at some google images and I think you might be in luck. The photos I found for 2824 cannon pinions show that the crimp point is long and goes just about right down to the base.
240s are the least forgiving because the crimp point is closer to the tip with big shoulders below.
The 6497 seems relatively forgiving, it does have a shoulder at the base, but the crimp point is still low enough to probably get away with a shorter arbour.

The hour wheel and cannon pinion will interchange. The seconds wheel and pinion will not. Been there, tried that. So no, it's not a doable swap. If you want the tall stuff you're going to have to use a Swiss movement.

Thanks to everyone ([mention]thelonedoc[/mention] [mention]Yoda[/mention] for all the suggestions and knowledge, if this was a 649x, it would be so easy, in fact tall tube hands make for an easy fix in these situations. These movements are a whole new world.

Most probably but with the shitty quality control in the Chinese movements you never really know for sure.
