Movement looks pristine. Runs dial up, not dial down. I think it is cal 18-28-3T. I hope the fix is within my abilities.

It looks new! It could be the staff, cleaning and oiling, something touching something. Go easy, these are scarce.

Try to see if the balance wheel will wiggle a little or just move up and down a little when you touch/lift it with something soft like a toothpick or similar.

I just noticed the raanft example does not have an incabloc but this one does. Now I'm less sure about the calibre. Any input appreciated. I see a 3P in a Grand Prix on ebay which has the same bridges but also lacks the incabloc. Perhaps the same cal but newer?
[mention]Yoda[/mention] there's a little more play/wiggle than I would hope for. If I pull up gently with the tweezers on the wheel, it ticks briefly then stops. If I do the same holding it vertical, it will continue to tick till I tilt it back flat (dial side down), at which point it stops. It seems like too much endshake on that end - which I fear may mean a bad pivot? I know I can't fix that myself...

It may be a simple fix, the incabloc spring under the dial has let go and creates a bit more endshake. pull the dial and check!
I hope it is a minor thing. Otherwise unreformed66 would be your nearest rescue.

Under a 10x loupe, incabloc springs seem secure, though the near side in this view looks like it is a little warped - like perhaps it was pried up on that side and got bent? Camera only goes 5x but it still seems to show:
