I wouldnt typically say this about watch hands, but I think that a set of these could be made pretty easily since the design is very basic.
The minute and hour hands anyway, that seconds hand looks like it could be difficult to get looking just right.

You will find that design pretty often in 60ties and early 70ties watches. I would scan eBay with your personal price limit and buy an appropriate watch.
Another source might be the site speedtimercollection.
The real problem is the lume plot. Most of the hands I have seen are without lume plot. So you might have to improvise.
How long should the hands be. IIRC, I still have a pair somewhere for a 33 mm diameter watch.
